Blue was added to distinguish from Poland
Panslavism was dead since mid 1800´s
The flag is about as panslavic as te British flag

And as was mentioned was designed first as red and white since that's what premyslids flew and de oretaded their seals with, blue triangle is for Slovakia, which sure might have been picked cause panslavic, but nitra used a lot of blue in their herald iirc
