It wasn't really FPTP strictly speaking. Back then, if no candidate had more than half the votes, then the Congress had to decide between the two most voted candidates, in this case left and right. Chilean politics back then was pretty much split equally between left, center and right, so in the end it was decided in the Congress after negotiations between the left and center
