It's what I keep telling people who are so critical of doing away with paper documents at the government level. Just literally store shit on some form of a closed network, and or on some ssd storage that's not always accessible.

This, the real problem here is that it was possible for them to lose the USB. It shouldn't be used constantly -- if someone needs the files, they should copy them on the computer and put the drive back. It shouldn't be something that is kept out and used constantly.
