Homicide rates are high across Latin America. However, tourists aren't typically targeted for murder unless they're involved in:

>drug use
>drug dealing
>criminal activity

If you're a retarded foreigner in any Latin country, the biggest risk is armed robbery. I know countless tourists who've been mugged in countries like Colombia and Mexico. However, there isn't a lot of other latent danger unless you're genuinely oblivious, like that American guy who got killed while motorcycling across Mexico:

IME, as long as you're proactive, have some street sense, and actually listen to local people when they say "don't fucking go to this place," you're pretty much fine, minus--again--the chance of robbery. Even then, most people I know who've been robbed were either drunk or on drugs at the time of the incident.
