I don't believe the Ottomans were quite settled in the 14-15th century. I know the earliest Turkmen clans could levy around 30% of their population for war compared to around the 4% of Byzantium and the about 5-8% of the Kingdom of Jeruslaem. They didn't need a higher population when you live in a martial society on the move where every able bodied man could participate in war easily.
