What OP did is divide th last column "all deaths (including non-COVID) by the person-years of the age group.

Notice how in the 10-14 yo double-vaxxed group there was a total of THREE (3) deaths, all of which were non-covid. This age group is literally the only one for which the data suggests this, because it is so small and therefore has higher variance.
