It actually makes a lot of sense if you look at it from their perspective. Most people think Japan's attack was unprovoked but America actually sanctioned them hard during the war so a war was pretty much inevitable. Japan at the time had a very advanced navy. They thought they could get the upper hand with a surprise attack
It was a retarded idea to begin with because it's unlikely that Japan taking the Phillipines suddenly would have galvanized the american public into doing a 180 on war

Yes. It was american territory and in the process of attacking it they would have to attack american troops. That would be terribly easy to sell to the american public. Keep in mind that Hawaii itself was not even a state yet.

It was just a hot mess with army, navy, industrial concerns and political parties actively sabotaging one another. It really makes me think how much further they would have expanded if their leadership was like... normal.
My favourite examples were:
Navy delivers supplies to a garrison on an island, they drop the supplies... into the water a mile away or so, from the shore. It got to the point that army had to actually invest in it's own navy.
They did not have an ariforce as a separate body. Both army and navy had airforce as their sub divisions. So late into the war when US started bombing mainland they had an argument
army: bombers fly above the water, therefore it's navy probles
navy: targets on the ground are baing bombed, therefore it's army problem
