It was supposed to open in 2026 but it's been pushed to 2028 and will probably be pushed even further. In any case the full project will take as much as till 2051 just to connect the terminals.

public transport is made to transport the masses, not to make money off of them if you dont think just about capital profit. And since its state owned it doesnt matter as there is a shit ton of revenue from other sources to fund it, unlike the US where everything is done with debt
