Yes, though their murder rate is twice as high as ours. It I’d still very low, lower than a lot of Eastern European countries and America.
But honestly I don’t know if it will be safe for long though, the region itself is very dangerous (remember the place has a murky past) and there has been some shelling in Rwanda recently.

Nah, there was a large war there that caused the deaths of around 6 million people, that "ended" in 2003.
Several genocides of hutis and tutsis you name it.

No, not really, all the countries in the region are still very poor and despite the memes, Rwanda has a hdi similar to ugand and is developing at the same rate as them.
And the whole rebel thing in the east of the congo with Rwanda supporting rebels will just cause some confrontation sooner or later.
The region as a whole is still, not good enough to ship migrants to.
