That's what happens when a country like Bangladesh allows foreign capitalists to employ their workforce. Yes the pay is low and the conditions suck, but it is a more competitive job market, the companies are incentivized to invest in infrastructure, the economy stabilizes, and soon conditions improve.
Contrast to India where industry is over-regulated from multiple layers of bureaucracy at varying levels of corruption, and infrastructure is virtually nonexistent on a national scale (so shipping goods, say, from one area of the country to another is a crapshoot). Bangladesh isn't necessarily better at this, but it is better at allowing westerners to rape its economy which wouldn't you know it actually quickly makes them richer overall in our global capitalist system.
