We have a chronic problem in my town where a loosely organized gang breaks into radio towers and steals the copper.

They almost always get caught, but the policing system here practically catch-and-release, so they're usually out again in a year and a half and then just do it again.

reminds me of the hoodrats here who steal manhole covers for the metal. eventually the government stopped replacing them and now their neighborhoods are full of death traps.

I wonder if they could just use wood or plastic covers instead of metal ones

Kenya's a lot bigger than Panama. If they're scrapping a transformer for cooking oil they probably lack transportation and so a city would probably be days away. Also, without transportation, maybe they have no way to get the copper to a city in the first place. It's just insane to think how little resources you'd have to have to salvage a transformer for cooking oil.

Or tighter restrictions and surprise inspections of metal recyclers.
