I honestly think he moved there just to escape media attention from the west
he does not work for google anymore no. he left the company quite recently, around a year ago.
He was hired into Google at a fairly high level, didn't go through google's standard hiring pipeline. From my understanding the exec at Google in charge of Google+ hired him directly.
He initially was a Product Manager for Google's internal new projects group called Area 120, which was a kind of failed initiative. Then he moved to Japan and worked as a Product Manager for the Google Maps team. Really good job.
As the other guy said he left recently.
