Full shinkhansen is probably unlikely. With the way Texas is fighting this project is is probable Nippon-Shayro will have to fold and play it safe by using their single-level USA spec diesel multiple-units. They have a top speed of ~150 mph which qualifies as "high speed rail" in America. This is because Governor Abbott's primary complaint is that shinkhansen trainsets are incompatible with American rail systems. Even though this argument is of extremely weak merit, it's enough to cause a lot of technical bullshit. Why bother when N-S already supplies perfectly usable trainsets, which can also be made in their Moline, IL plant.

This is rather unfortunate because fifty years ago, the train from Dallas to Houston was the fastest train west of the Mississippi. SP GS-2s hauled all-aluminum multiple-unit coaches up to 106 mph average, utilizing experience SP learned in building their earlier gen system in California. Diesels averaged 110 mph. All scrapped, dismantled and destroyed by 1965 when SP began formally asking the government to quit the business and abandon the line. Texas permitted it, although California's equivalent system between SF and LA did not - although that train only averaged 60 at best and had a number of tight curves reducing speeds to 15. This latter situation was declared intolerable in 2008 when California voters explicitly voted for a high-speed rail program.

From California's Central Valley, but representative of a typical late SP situation: a 7-car passenger train using only standard coaches (tankless toilets, no buffet, no lounge or dome cars) and a reassigned freight locomotive patiently awaits it's turn onto the main line. Top speed around 50. Passengers would watch traffic on the adjacent freeway pass them at 75. Following nationalization, service to Los Angeles ended as space on Tehachapi Pass couldn't be reliably purchased from SP. Almost all SP passenger service was gone by this point, relegated only to long-distance passenger trains that terminated in Los Angeles. Amtrak pieced some parts back together, mostly from the competing ATSF, but generally there was no interest by the Texas state government for such a program. Resources were allocated to states that did want service, and in regards to the former SP system ("former" as SP had successfully merged with several other companies now) notably California.

Texas wouldn't revisit high-speed rail again until France's Alstom did a study in the 90s, but when attempts were made to solicit funding the state legislature had it shut down for being a useless, private-sector corporate welfare subsidy. Which is around the time California began seriously studying electrification of it's system.

The only trains that should exist in America are city subways for aesthetics and old timey freight trains for the train autists to jerk off to.
