It's a decent adaptation of a lesser Pynchon novel. It's supposed to be a lot hazier and more paranoid but Anderson focused on getting the plot across--which could be considered a mistake. Also, Pynchon's humor isn't for everyone; I thought Anderson (understandably) muted the slapstick aspect of it but it kind of tonally fucked things up. Bigfoot was interesting as a character but underutilized.

I saw it once sober when it came out and got bored with it, watched it stoned a couple years later and just remember laughing a lot and enjoying it, and coming to the conclusion that at the very least it recreates the “hazy memory of vaguely funny events” part of being stoned really well.
