Had similar problem when Tatra was considered to supply chassis for striker IFV.
Army equipment have to be made or at least assembled on us clay by law. This applies to shovels, boots, car parts or whole weapon systems.
Tracked chassis are slower, more tedious to maintain and less reliable. Wheeled self-propelled howitzers are perfectly valuable, they hust occupy a different niche. You pull out tracked ones when you have a lot of time and you need to really cause some devastation. You use wheeled ones when you need to quickly pound something. They're similar to MLRS in that regard
