Long time autocracy combined with huge landmass and vast natural and human resources caused ruling elite to get callous and wasteful, which in turn resulted with dishonesty of the subjects, because theft, corruption and dissimulation were seen as successful survival strategy against the state that didnt provide but only demanded. Modern bureaucracy as introduced by Peter the Great did not alleviate this tendency, only make it stronger, because the state became even more overbearing. I suppose such vast and sparsely populated empire can not be governed as republic or democracy, because it would split into smaller entities to serve the local interests better . But great distances caused central government to be ineffective, ill informed and uncaring, as worsening of local conditions do not affect Moscow and Petersburg until there is revolution.
And the less effective
In such environment the dishonesty, indifference and brutality becomes a standard of conduct because they are necessary to survive and thrive - politicallly and often even biologically.
So now Russians are hostages to their own empire, they wont change until it splits into manageable countries ruled locally by the people who care about societal environment, because they exist in it and not in small elitist circles. As long as it exists the empire will remain an ineffective kleptocracy with occasional periods of totalitarianism effecting outward renewal that is catastrophic for the ordinary people - Ivan the Terrible, Peter the Great, Stalin, now likely Putin`s successor. The only way to break up this cycle is to break up the empire and Russian masses will hate it.

Yes, unironically, thats the Polish strategic goal, as Russian strategic goal is to neutralize us by any means to gain unfettered access to Western Europe. Its just a battle of survival, one cant feel safe as long as the other is active and capable. We cant be allies and friends with Russian successor states, not with the Kremlin, because they know only subjugation, not partnerhip. They conduct their foreign politics the same as the rule over their people.
