You can't innovate before you get far enough up the supply/value chain that you can make genuine improvements. Which they have been for quite some time now.

As for corporate culture?
Failure is a important part of innovation. If you don't, then you end up with shitty companies like Nikola or Theranos.
If you want to innovate, you need to be willing to fail, publish the failure, and improve. Not silently pray to god that the chief doesn't poke it where its brittle, but you can't get fucking frames from the steel factory that is properly welded, so the demo model is half assed.
China innovates just fine. But they also cheat themselves quite a bit.

Authoritarian Governments don't allow free thinkers because they pose a threat to the party. That's why America is home to tech entrepreneurs and not China. Free flowing ideas and thoughts risk regime change to authoritarian governments.
