Gulf War was like 73% American in numbers, and basically entirely directed and planned by the US. The UK was a great force multiplier but in general it’s an American operation.

The Gulf War scared the shit out of the Soviet/Russian military to the point where most of the technology they have today is a direct response to that war, yet somehow they are still unable to execute or match Western tactics or technology, right next to their own borders no less.

There were no American military bases in saudi prior to the war. These bases were all set up FOR the war, with equipment being shifted from thousands of miles away.
