He didn't for that exact reason. He's not used to confrontation. Most of us aren't. And in an event of that magnitude, everyone would be caught off-guard unless you have a background in some sort of self-defense training. Rock obviously doesn't.

My eyes would probably be watering from nervousness/discomfort/fear, but I haven't cried in like 8 years. In men, physical injury rarely causes a crying response. It's usually a defensiveness fight or flight response.

Chris Rock's in a minor state of shock, he's acting like someone who's not been physically hit before (or perhaps in many, many years considering he's an older man) does. They're confused and don't get why they suffered hostility and why no-one is helping them, why the person who struck them is still there doing whatever they want.

Some people / men have coddled lives and never develop a fighting reaction or mindset.
Not that I think every blow struck should be immediately returned. It depends on situation. But after being slapped a man who has he mental capacity to deal with being hit should at least step up into the other person about it.
