It's a little difficult to put in simple terms, the best way I can describe it is that there are hotspots of cartel activity where insane shit happens and at the same time there are places that rarely see any. If you happen to be in or around those hotspots your are guaranteed a fucked existence, otherwise you're relatively fine.
