If you want to go by the city of the ruling dynasty/name then Novgorod is the place that invited Rurik (of the Rus people), Kiev was merely conquered by his successor Oleg who moved there while Novgorod kept it's old political system

The most optimistic and ambitious take is that it's a descendant of the principality of Galicia-Volhynia while Russia is a descendant of the principality of Vladimir-Suzdal.
The uncomfortable part of this take is that both principalities were actively competing for Kiev and neither could really claim that it's rightfully theirs. Kiev was a hot potato and conquering it didn't give you ability to control the rest of Rus. A prince of Galicia + Kiev would be just that, he had no power to give orders to someone in Suzdal for example
The name "Ukraine" comes from a short-lived medieval Cossack state that joined Russia voluntarily a few years after being founded (by seceding from Poland)
The actual political movement that promoted and promotes Ukrainian nationality/language/etc comes from the region of Galicia-Volhynia which is fairly distant from left-bank Ukraine mentioned above
Original Galician identity was thoroughly eradicated by Poland (who conquered them shorthly after the Mongol invasion) and in the 19th century they were having a big argument whether they should just declare themselves Russian and assimilate or invent a new identity.
They decided to larp as descendants of that medieval statelet even though they had nothing at all to do with it and despite people currently living in that region wanting nothing to do with them
Their project was popular with Austrians (who held Galicia at the time), obviously they didn't want their region to be pro-Russian separatists while the ukro-galician ambition to conquer a part of Russia served their interests well
