It's very important to keep in mind that the U.S. has spent the intervening 20 years equipping and training the Iraqi army. The bulk of U.S. and NATO attaches abroad are there to train foreign militaries as well, so it wouldn't surprise me at all if the Saudis, UAE, Kuwait, etc have also become a bit more sophisticated.
