Institutions and Policy. For the most part, Australia is a free market economy with some levels of intervention as to ensure trade is fair, competitive, and smooth. Corruption is rarer as lobbying is allowed, which ensures less dark money. Australia also seeks positive relations with its neighbours, so that it can trade freely with them - the Tran-Tasman travel Arrangement interlinks the economy with New Zealand, and membership with the CPTPP ensures cheaper goods, more jobs, etc.
Russia does not have these things. Relations are regional and coerced; larger economies can't be pushed around, so smaller ones like Belarus, Kazakhstan, etc, are. With a dictator in charge, corruption is more rampant, which leads to the govt. choosing winners rather than the market deciding, resulting in inefficiencies. Furthermore, poorer populaces are easier to control... although Russian GDP per capita did increase under Putin's leadership, getting it up to western standard has not and the economy has stagnated.
TLDR; Australia has inclusive institutions, Russia has extractive institutions

2nd world only if you take averages. In reality there is no middle class in russia, its a country of first world cities surrounded by 3rd world countryside. Their life expectancy is extremely low due to horrible social environment.
