The infection doesn't limit decomposition forever it just slows it down and preserves the function of some basic systems. Tons of zombies are shown to be in different states of decay relative to their manner of death or time spent reanimated. The most reasonable answer is that whatever the disease is opportunistically uses hosts but must have some limited ability to move bodies under its own power making the integrity of the body secondary.

So its more like the human bodies are the "wind" for the dandelion seed than it is that they are the "soil".
