While he shoots at the portrait of Hitler, the entire history of WW2 is displayed in reverse , so he shoots again and again reversing the entire history, wanting desperately to erase WW2 as a whole.
But as he is doing that he came so far back that the image of baby Hitler comes up, and then he refuses to shoot at that image, seeing himself in it and humanizing Hitler in the process.
So essentially killing baby Hitler would not stop all wars, Hitler is not some magical monster demon evil, he is just a human being and him killing baby Hitler would make him the same.
