Yeah sure, you'll find Turks that look very pale and can pass as locals in other parts of Europe, but we're really talking about averages here.
West-coast and northwest probably has more 'whiter' people but even there you don't really have the sense you're walkign in Europe

I mean, I’m pale and have Istanbul ancestry. It’s not really that rare for native Turks of the western coast, but if you count non-Turks, migrants and Eastern Turks it gets different.

All I can tell you is that the Turkish immigrants we get are quite dark on average and when I went to Ankarra most people were quite dark-skinned as well.
