For me it's because of his ability to seem like an average and affable person, but then when he shows his dark side (and it is always a very dark side) his character doesn't change. It's unlike a "Dr. Jekyll and Mr. Hyde" where there are two distinct personalities; for his characters the evil side is no different than the decent personality, and that is what is so frightening.

Best villains have the best presence. Give them all the backstory and motivation you want, it won't matter unless the audience feels a change in the air when they show up. If they're thinking that shit is about to go fucking down, that's a villain they'll remember for the rest of their lives.
