Tolkien defined "world-building" in the first place and cemented the entire idea of western fantasy, there isn't a single piece of fantasy in any medium written in the past seventy years that doesn't have direct influence from his work.
GRRM came up with nothing new or particularly creative, his entire series is "what if we made the middle ages really gritty and people had lots of sex and we killed all the characters anybody liked." He also isn't going to finish it because he's a fat lazy fuck whose creativity died when the show became popular.
