if im not mistaken its because practical effects people are all union and the CGI people are not so it actually ends up being far cheaper to do CG than use effects that are more practical

It's because practical effects are real, light hits them in a real way because they are there jn physical space. Movies used to not just be fire Chinese bugmen and curry niggers who want to see explosions. And because directors rely too much on CGI and rush it. With practical you know if it's gonna work and if your demand are too large it will slow production or increase budget. With CG they just finish filming and hand it to a sweat shop to churn it out. Rarely is the director there seeing if this CGI model and it's effects are really what he wanted. And if they aren't oh well. Just slap on some more filters.
