There are supposed to be safety features that mean that even if there is a catastrophe at the plant the reactor and all of the deadly radiation inside it remains sealed.
You could get a massive explosion at a powerplant due to a steam explosion, but still have no radiation.
As the series points out, the explosion at Chernobyl happened the way it did because the very safety systems they trusted were deeply flawed and led to the very outcome they were supposed to prevent, dooming everyone. No one would have expected such a failure of design, so the outcome was unthinkable.
