It's a result of our atomized, consumerist globalized-homogenized civilization. Previously someone's identity would be based on their role in the tribal unit. Then later it was the ethnicity-race-nation, religion, or occupation-class.
Those earlier designators and institutions are purposefully being eroding, so people can construct an identity on a hobby or something they buy. However, non-NPCs recognize there is something wrong with that, have a need to fulfill the Power Process, and flounder aimlessly, trying different personas and quirks in an attempt to satisfy that void.
It's easier to imitate a personality, than to face the problems or construct an authentic one from scratch.
