Netouyo means internet-right wing. which was born as a slang to call people who can only express their right wing opinion on internet.
Sayoku is just a left wing. People who don't have intelligence use this word. Maybe they think it has ironic meaning.
You had not better say anything. There is no doubt that Japan's rapid right-wing tendency is undeniable. due to that, they began to hate certain countries. China and Russia are hated so strong by young people, but South Korea is disliked by some age groups for (natural) reason. and there are clauses in which older people were living in the left-wing era and part of them have become communists having burned their misfortunes in the absence of oxygen .
