Well, that's the free market, isn't it? People expect services to be tailored to their needs and wants. The Chinese had their own neighborhoods and the stores over there would attend their customers in that language if they were Chinese as well.
Spanish speakers are near to 20% of the US population, why would it be unreasonable for them to expect for services to be provided in their language, especially in places where they are the majority?

English isn't even an official language in the US. Imposing an official language would trample on the freedom of the people to ask for or provide goods and services on languages other than the official one.
