Yes, but not as much as Vienna. Our politicians are extremely backwards and stuck in the 1950s.
Other cities manage to at least give you SOME car free places, like Paris. Others have very little car traffic to begin with, like Tokyo or Osaka.
Paris is a lot worse when it comes to traffic
Japan has very extended public transport infrastructure but overall I would not say it is more walkable than European cities

Vienna has extensive public transit as well. But the problem is we have almost free parking on almost every street, so people choose to have cars "just in case". And of course if you have a car and are allowed to park it anywhere, many people use their car instead of public transit.
This could be stopped tomorrow if we would just levy a hefty parking fee.
