Outskirts are very nice, the area near the Rhine is mostly pedestrianized with big pastures and a bike/pedestrian path on the dike.
City center is clean and nice, but of course it's still NorF Rhine-Westphalia, so there are hotspots with lots of cultural enrichment (e.g. Tannenbusch because of poverty or parts of Godesberg because maybe they just like it there).
Lots of students and cyclists, so drivers are very considerate and the biggest danger are other cyclists who go the wrong way and suddently appear out of nowhere when you go around a corner.
