Generally speaking countries where the GDP gets pulled out of the ground tend to have low levels of human development and engender autocratic systems of government. A dictator doesn't need to build hospitals and universities if all of his weath comes from slave labor digging up diamonds/oil/etc. European countries tend to have service economies where the GDP depends on educated people producing complex goods or providing services that in turn require a healthy, educated, capable population to provide them.
