Guerilla wars are unironically really hard to fight unless you're willing to go full Mongol on the population.

I meant through all of human history, it's hard to fight a war when the enemy is just the populace and thus any kills you get only encourage more people to join the guerillas. Only a few extremely brutal regimes got around this problem by either killing EVERYONE or just killing so many people that the survivors say "this shit isn't worth it" and give up
