Because it was something that Timm forced. Batgirl isn't a love interest for Bruce in practically any comic that doesn't have Timm's involvement. The Killing Joke does not have this subplot, and it was only put into the movie because of Timm.

In the 60's she was. Shit changed when writers back in the 90's brought Batgirl from retirement and had her be a thing with Nightwing all because of the cartoon that was airing. Ironically it was Bruce Timm that kick-started the Nightwing/Batgirl thing that the comics latched to.
It's just that he only set them up so Batman could eventually cuck Nightwing, but comic fags by then didn't know that.

It wasn't just the sex, it was the entire prologue. The whole point of The Killing Joke is the Joker's origins and his attempting to break Gordon with "one bad day" and trying to get Bruce to understand the joke. Why was that not sufficient? Why do we need some completely unrelated prologue about Batgirl and a literal who gangster? It just wastes time on the way to the actual plot.
