Originally Dredd wasn’t supposed to be political at all because the creator didn’t care. The assistant writer was a colossal left wing faggot that wanted to shoehorn a political message. He ended up getting fired.
The writer then went onto write the Democracy arc which explained the origin of the Judges and their political system.
Ironically it culminated in Democratic terrorists killing so many people, the people gave landslide support to the Judges.
