I don't think it works if it's JUST "she only has Cait to turn to". I wouldn't feel comfortable if her only reasoning for working for the enforcers is just "love".
For me personally there's needs to be other elements, like perhaps the undercity shunning her away, making it explicit that she doesn't feel comfortable seeking out a future there. Or Ekko turning on her as he has in the game, so that she feels like her last friend in the undercity doesn't even value her anymore. Something like that or Jinx doing something so crazy that even Vi starts believing the best course of action for her is to be locked away and therefore she sides with the enforcers to ensure it's done in a proper way.
