Because practical effects companies are on union so they cost more, while CGI can just be purchased at the lowest bidder so the studio can hold onto as much money as they want

back in the day in order for your movie to make money the cgi had to be as real as possible for anyone to even consider if your movie was good or not immediately. Now, people just want to mass consume, so as long as the CGI is tiptoeing the line between cartoon and somewhat believable people will still think the movie is good

Oversaturation
Even in the LOTR movies they knew their limitations, which is why they put PE Orcs in front of the shabby-looking, copy-paste CGI armies
Now everything is green-screened over some form of CGI taking up 4/5 of the screen. It'll do the trick for some scenes, but it just looks jarring when you catch a glimpse on something that doesn´t pan out

because it was used sparingly and replaced using rear projection and miniatures instead of every aspect of the set, actors interacting with costumes, stunts, etc.
Starship Troopers has some good looking CGI that beats the Star Wars prequels visually because they didn't want it to look like a children's cartoon with actors composited with 3D animation. You know, the directors gave a shit about cinematography and gay stuff like that unlike George Lucas and every other modern flick director.

CGI most definitely looks way better today, it's just that capeshit/starshit studios figured out that 99% of their audience really don't care about it, so why waste more money and time?

disney and capeshit studios make fast food like flicks while yelling at their chinese rendering slaves to render faster. there is still impressive CG like pic related which weren't possible 20 years ago, just look outside of fast food flicks

I once watched this documentary about how the Hollywood because of Cali's fucked up taxation outsourced all their CGI work to countries like Canada, who will give the company tax exemption when moved their, if its big enough. So they move their CGI firms out there plus a few to handle the transition and act leadership/management, then hire labor at extremely low costs

It's essentially indicative for the trend of how Hollywood isn't a supporting industri for California anymore. There used to be a reasonably steep wage ladder from the production designer down to the practical effects guy, set designer or the carpenters who helped them build studios.
Now it's all top-earners in the creative end, then lowball the prices through unskilled labor, often immigrants, and anything else you just do through CGI

Because a good tool needs a good user, many directors are hacks who get jobs by rubbing up against the right people in Hollywood.
A lot of the early CGI movies look amazing because the directors knew how to use CGI/what its limitations were so they designed scenes with that in mind instead of as a afterthought.

CGI studios all went bankrupt because Hollywood is full of dickheads. They pressured VFX artists into hours of unpaid overtime and horrible deadlines.

interspersing cg with high quality practical effects is the only way to make it believable. its why people think the cg in jurassic park holds up. they show the practical dinosaur baby coming out the egg and the dying triceratops before any CG is revealed, which primes the audience's brain to accept it. if there were no practical effects it would be a totally lame flick.

its not better effects, but the effects were utilised better. they show it for about 2 seconds before cut to close up. this is enough for the audience to know that they're in flying cars at a drive thru 200 feet in the air, but not enough for them to scrutinise the effects. filmmakers were more shy about cg then and they did more with less.

Practical effects were never unionized.
Because effects, practical or cg, are not unionized they are severely abused by studios.
In the olden days they had to at least respect the practical effects companies because there were few that could do it and the studios understood what they wanted had to be locked in because of the time and craft required.

The system has sorta broken down, the studios seem to think its all done with a click of a button and they can demand constant changes.

And they expect these changes to be done at no additional cost, they expect it to be part of the original contract.

With no union there is no way to fight against this.
As the studios use the threat of blacklisting to stop companies objecting.
So they redo work for free, they do free work as a demonstration to hopefully land a contract, they work long hours for no pay, etc and eventually this catches up with them with people leaving or the company going bankrupt.
Which then leaves mostly foreign effects studios surviving on government art grants that are being abused to subsidize hollywood blockbusters outsourcing their productions.
And all of this means they work under a crunch to get effects revised based on the newest reshoot and reedit based on the latest market research and test audience polls just 2-3 months before the films release.

And that is how you get Black Panthers PS2 effects in the third act and Henry Cavils cgi mouth
