TCW was a cartoon, where some character's faces/heads were exaggerated. Like Dooku, or to a lesser extent, Sheev. Some characters just don't translate well from animation to live-action.

Because TCW was a cartoon whereas this is a live action series. Cad Bane's portrayal here was meant to be blur the lines between cartoon and live action + it was an attempt at transferring him into realism. The end result is this partial uncanny valley monstrosity in picrel.
