Can't speak for arthouse cinema because you either have a good generation of directors or you don't and that's what made people notice Korean cinema more than Japanese in recent years. I know more about genre movies. Japan made some of the best from the 50s until mid-60s then there was a near-collapse of the industry due to tv that lasted throughout the 70s and in the 80s although they made more movies with bigger budget now Hollywood blockbusters became the most popular. Now it's difficult to say but they make more movies than in 2000s that's for sure.
