All they had to do was to make a fun movie with cool stunts, and wrap it up in a mysterious/exotic vibe.

Paying the actors and all the people involved, renting places, transportation, insurance, equipment, CGI, editing, cocaine, whores, etc.

Don't be so sure, I knew a guy who hated assassinating people and running through crowds and shit. He enjoyed the fourth iteration the most because he could just mainly sail around and watch the cutscenes.

uhh it was fun, has good choreography, is incredibly immersive, and does a good job of portraying the gist of the assassins creed story
could they have made it more mysterious to try and drag it out into several sequels? yea, but i'm not mad they didn't

They fumbled everything out of the Animus after 3. Eventually there were two ghost bitchs fighting over you, and now they were just evil the whole time or something. Instead of being Desmond outside the Animus you are now Layla Hasan, super tough lesbian Muslim archeologist who also has important female ancestors. Playing as a guy in thr last 3 Assassin's Creed is not cannon.

Because Videogames and Movies are two entirely different forms of media. With one being largely interactive and responsive and the other purely passive.
Until people fucking understand this we will never have a good video game movie.
Ezi games were good, and black flag was good, 3 was allright, 1 was abit too copy-paste, but they had to start somwhere, everything starting from unity is hot garbage, maybe except origins, it had its moments
