Two examples: Towelie from South Park and the Mooninites from Aqua Teen Hunger Force. These characters are intentionally made super lame and not funny.
The authors think that adding super lame and useless characters will end up funny, but instead the viewers are watching an episode dominated by lameness, ending up as a lame episode. "It's so unfunny it's funny" never worked and never will. Unfunny is unfunny.
