It happens because studios often bought the scripts years in advance and are waiting for the market to be ready. So if a competitor announces a similar project, it's mutually beneficial for both of them since it creates buzz around that concept/genre. The second studio also risks accusations of copying the first studio if they wait too long which could theoretically manifest into legal challenges
