The curriculum used to be controlled at the local level, by school boards and even teachers themselves.

Now it's set by state and federal bureaucrats and has been for decades. If a local school system doesn't want to take orders from them and make their own curriculum, not only does their state/federal funding disappear, but the school system might lose its accreditation altogether.
