When I was growing up my country was the best on earth. I've got to watch western civilization in full-fledge freefall in real time. I still remember visiting london and other cities as a kid, I also remember visiting china when there were homeless people in the streets, everyone was on motorbikes because they couldnt afford cars, you could barely see a metre in front of you some days because of the fog, and everyone looked up to me as a rich western person who they had so much to learn from. Recently I went to london to get a flight to china. The trains were all delayed and in chaos, full of smackheads and immigrants, the streets of london were full of the homeless and drugies, litter everywhere. I was careful to watch my bags as there were roaming bands immigrant youth dressed like shit. I got lost in london during the day and ended up in a part where everything was written in arabic and nearly noone spoke english, even the driver of the shuttle bus to heathrow didn't understand 'heathrow?'. When I landed in china I landed in a country where the trains run on time, the streets are clean and theres basic law and order, many can speak english to accomodate you and wear a suit and tie. Its like living in the end days of Rome.

Happens in parts of America. I was in Miami and couldn't buy groceries in Publix because the old lady didn't know English. Went to some gas station restaurant for a sandwich and they gave it to me for free because I was holding up the line trying to tell them I wanted half chicken half steak. They really just shouldn't be here.
In some parts of london yes. All these people tend to gather in ghettos and slowly consume the place. If the majority of people in a place arent native english anymore then it makes less and less sense to learn it.
