It isn't technically legal, but the level to which it isn't hidden and permeates everybody from the bottom class through the middle class to the rich chaebol/international businessmen is something that isn't seen anywhere in the west.
Even for non-sexual activity things there have gotten transactional. Almost all karaoke bars and even many of the brighter, funner restaurants will offer to let you rent girls to just hang out and drink with you, some offering sex for an extra fee at the end, some not.
