The old Chinese literally had a militia culture that exceeded the USA's since the Imperial throne's armies could not protect them all- especially those living in the remote countryside. Hence the emergence of a grassroots mentality towards law and order where armed peasants kept the peace in their jurisdiction and only asked the Government for help whenever the threat was pretty bad.
This militia mentality was also encouraged by the government: commoners were allowed to own weapons & recommended to drill in the off seasons, and to ensure that militia actions were within the pale of law, County Prefects were sent to oversee militia actions of at least 3 villages. Although armed commoners represented a threat to the Imperial throne (and the reason why China has a fuckton of rebellions) the aid they give in law enforcement was considerable since they relieved the Imperial Armies of policing duties.
If anything your average Imperial-era Chinese commoner be in accord with Americans over weapons ownership.
